Why would anyone make a DOS game today?

Emulation is available, in fact people are even making game cartridges for the Atari 2600 and releasing them. It's an enthusiast thing, you would have to be part of it to understand it.

Atari 2600 I understand, Vic-20 I understand and have released games for it myself, but DOS I don't get and have actually never heard of any DOS fans or new DOS games in 2014.

The latest Vic-20 game was released two days ago. It's not mine, but looks very cool. I might have to bring out my Vic-20 from the closet for this one:

...or cultural differences. I didn't own a computer with an intel cpu (or compatible) until 1999.

Nothing to do with culture, x86 architecture came out before i was born and is still used today in majority of corporate and home computing. It must be my youth and inexperience.

Sent from my Vic20 mobile phone.

I'm not sure what you mean there, but I guess it doesn't matter.

All I'm saying is that DOS was never very big over here when it came to games. First it was the C64 and after that it was the Amiga 500 that was what most people used for games in the early 90s. And after that Windows took over. Maybe a very short time span 1993-95 DOS games with titles like DOOM was the hottest ones. In Sweden, Intel machines didn't really hit the home market until around 1995.

A Petra DOS game is an interesting idea; I suppose I must be the only one here who still plays DOS games (mostly NetHack). I can't really think of a way to design a good Petra game, though.
I myself am not a programmer, and thus wouldn't be able to put anything together anyway, but I think this is certainly an intriguing concept, if only someone could do it well...
And if anyone is wondering, I play DOS games on early 90s computers made by weird "IBM-compatable" brands (like Zeos).
