I placed as high as a 35 dollar bid and it still says reserve is not met. I like this but not that bad. Besides, I have it in VHS format.

I own this same item, and when they were originally sold on eBay several years ago (by a missionary in the Philippines), they each netted near $100, IIRC. That's why the reserve is so high.
I'd be willing to bet he could sell it for nearly the same price if he did a better job of advertising the auction. As most folks here know, the demand for the CITAS video (in *any* form) is very high.
I am fairly certain that the eBay seller's product description is incorrect, though. The VCD is almost certainly a pirate copy created by someone in Japan. I can't be sure, though, since I can't translate the Japanese symbols on the cover.
