In another post there is video of a concert. Is taping a concert legal? If so, are there any restrictions? It seems to me that the concerts I have attended say something like "it is illegal to record" blah, blah, blah. If it is legal I will gladly make a take in Springfield for enjoyment in Petra's & my retirement!

Legal????
It depends.
Many artists have restrictions on themselves. It is in their contract and tech rider that they may be recorded/filmed, etc. So, the venues have that blanket statement posted to cover their rumps in case of a lawsuit.
Some artists like Dream Theater for example, encourage it. They even make money from it. They have their fans send in their CDs, DATs, DVDs and compose a bootleg release.
Petra allows it with permission, as long as it is not distributed and sold for profit. Atleast that is the word that I have received personally. So, call Waynard and get permission before hand.
