I think it's just a generic name. Mac or Mc is originally from Gaelic (what they spoke/speak in Ireland/Scotland) and means 'son of', but I don't think it has any significance that the guy in the song has a Scottish/Irish name. Maybe someone who knows a big more from rural Ohio (where Bob is from) can shed some light on the depths/meaning of this name.

Ooh, something somewhat unrelated, but I have always wondered... is "For Annie" written about a real girl, or did Bob just randomly pick the name Annie for his song?

From Bob Hartman's More Power To Ya: The Petra Devotional, Lucas McGraw entry:
In some of our earliest concerts, we performed a comedy bluegrass set as an icebreaker, climaxing with "Lucas McGraw."

From Bob Hartman's More Power To Ya: The Petra Devotional, For Annie entry:
After watching a television special about the alarming increase in teenage suicide, I was moved to write this song, which was then recorded on Never Say Die. Annie, although not a real person, could represent someone you know.
