Sue, Who do I need to call to get a Mechanical License for a band to play and record Jekyll and Hyde? Should I call Bob or is there a publishing company?

What Sue said. However, they may not represent Petra, Bob, etc. I would go ahead and email Bob. You need to know who owns the tune if HF does not represent them.

For clarification:

If you are going to play it live, you don't have to do anything. If you are recording, you don't need permission and nobody can stop you. If you are going to record the live performance for distribution, you must pay. If you are recording in the studio for distribution, you must pay. You must pay whether you distribute for free or for $$.

You will have to determine how many units you will press, and pay around 8 cents a pop +/-, or you must subscribe to SoundScan, get a SoundScan number, and provide accounting. Since it is a limited deal, I would negotiate it up front, press all that I need, and call it a day.

Good luck on your project.
