I do hear a strong similarity between the hooks in "Heaven's On Fire" and "Seen And Not Heard". But they're not identical. I can see two different bands like KISS and Petra coming up with such similar tunes each on their own.
And who knows. Which ever one came first may have been heard by whoever wrote the other one and had some subconscious influence. It happens in every field ... artistic and otherwise.
