That chord you're looking for is C/D. A dominant seventh can have 3 inversions because there are 4 notes in the chord.
A believe a neopolitan second is a flat II chord. An example would be a Db in the key of C. I could be mixing terms, though.

Rhythm is the phenomenon that takes place when you bang on someone's head really hard.
Actually, V/vi in the key of F major is an A major triad, which is one of the secondary dominants.
D minor is the vi chord in the key of F, and A major is the V chord in the key of D minor. So it's like saying it's the V of vi.
